Governing Board

Governed by the institutions that run the software

Each founding Premier member holds a seat on the Governing Board, which sets the direction of the alliance: what gets patched, how the shared backlog is prioritised, who produces fixes and to what standard, and how pooled funds are deployed. The board first convened in August 2026 โ€” and its members are the institutions standing behind the OSERA Guiding Principles. One seat per Premier member, one firm one vote โ€” listed alphabetically by institution.

Each member firm names one delegate per body it joins. The board meets monthly; working groups and task forces run weekly.

Prioritisation of the remediation backlog is automated on shared, neutral scoring โ€” the board sets policy and handles escalations, not per-CVE decisions.

OSERA operates under the FINOS charter within the Linux Foundation โ€” IP, antitrust and confidentiality frameworks the industry already trusts, in a venue no single vendor or country controls.

OSERA was not designed in a conference room. From the first formation calls through the bank-validated pilot, these technology firms put senior, deeply open-source-savvy engineers on the problem โ€” shaping the model, drafting the standards, and building the pipeline that banks validated end-to-end before launch. That calibre of talent is still doing the work today, and the door is open: any FINOS member can join the working groups and bid to become a vendor maintainer.

Two simple tiers for the institutions that run the software โ€” Premier to govern and prioritise, General to consume at your scale โ€” plus benefits every existing FINOS member already has. OSERA is a global initiative: a sovereign, community-governed option that lets FSIs anywhere in the world reduce operational risk without depending on any single commercial vendor. The General tier is designed for banks of all sizes, with accessible fees so smaller FSIs can drastically improve their resiliency too.
